Meander Valley Council is excited to invite you to share your thoughts on the Draft Carrick Structure Plan and Character Study. Together, these two documents are intended to respond to growing development pressures and promote character-sensitive development and investment in Carrick through to 2046 and beyond.

With a range of population growth scenarios suggesting that Carrick may grow by over 195 to 465 people between 2021 and 2046, the establishment of a Structure Plan and Character Study can help ensure that future growth accurately reflects our community’s aspirations and preferred character for the area, adapt to changes in legislation and the economy, and foster vibrant, healthy and thriving communities.
Structure plans play a vital role in achieving these outcomes by identifying preferred zoning, growth areas, land use patterns, new open spaces, movement networks, infrastructure provision, and activity centres. Doing so ensures that as the community grows its current and future needs are met. While not a statutory document, they help to bridge the gap between State legislation, regional policies, and the aspirations of local communities.
The preparation of the Draft Carrick Structure Plan and Character Study follows multiple rounds of consultation, including:
a survey in late 2021 seeking views on residential housing development in Carrick,
broader community consultation on community visions and priorities in mid-2024 and
targeted stakeholder consultation in mid-2025.
Through this ongoing consultation, we have heard what the community loves about Carrick, what could be improved, and where they want to see their local patch heading over the next twenty years and beyond.

Road and Pathway Networks
The Draft Carrick Structure Plan presents a vision for the village of Carrick, guides the targeted development of a network of public open spaces, roads, and pathways, and responds to five priority focas areas.
Further detail on each village growth area is provided within the Draft Structure Plan.
The draft Character Study describes the character of Carrick and outlines potential actions that can be taken to reinforce, enhance, and foster the character of the village.
