Hadspen Outline Development Plan and Master Plan
The Hadspen Outline Development Plan - A 20 Year Blueprint for Sustainable Development has been prepared for the Hadspen township, incorporating significant urban expansion to the south of the existing settlement, bordered by the Meander Valley Road, Bass Highway and South Esk River.
The Master Plan for the Hadspen Urban Growth Area provides greater detail for the development of the expansion area.
The Outline Development Plan and Master Plan together provide a vision for future development and set out the strategies that will guide Hadspen’s growth, the zoning of land and development controls.
Prospect Vale - Blackstone Heights Structure Plan
A structure plan has been prepared for the suburbs of Prospect Vale and Blackstone Heights in recognition that these suburbs will continue to be one of Greater Launceston’s primary growth areas.
The Prospect Vale – Blackstone Heights Structure Plan provides a blueprint for development in Prospect Vale and Blackstone Heights for the next twenty years. It identifies where new housing should be located, the future character of the area, and the facilities needed to service our growing community.

Council has received the Outline Development Plan prepared for Deloraine. The Outline Development Plan was commissioned to guide the land use planning and investment priorities, as well as private sector investment over a 20 year horizon.
