What is a structure plan?
This plan provides a blueprint for development in Prospect Vale, Blackstone Heights and Travellers Rest over the next twenty years, through to 2046, with consideration of the area’s longer-term growth potential.
It builds on the foundations of the 2015 Structure Plan by identifying the future community vision for the area, where new housing, shops and services should be located, and the infrastructure and facilities needed to support a growing community.
It guides the development of public open spaces, roads, and pathways, and outlines preferred growth scenarios for five major development fronts. The plan aims to deliver a diverse range of housing types and strengthen community, retail, commercial, and industrial activity in suitable locations. These locations include:
- Westbury Road Activity Centre
- Westbury Road Residential Corridor
- Pitcher Parade Corridor
- Blackstone Hills
- Bass Highway Corridor
Further detail on each major development front is provided within the Structure Plan.
We began community consultation in mid-2024 to better understand the values, priorities and aspirations of the Prospect Vale and Blackstone Heights community, which attracted over 330 responses. A further 16 stakeholders, including infrastructure providers, State agencies and key landowners, also provided input.
A further 35 written submissions were received when the plan was exhibited in its final stages, which have helped shape the completed document.
