We are excited to invite you to have your say on the Draft Prospect Vale-Blackstone Heights Structure Plan. This document is intended to serve as a forward-looking guide for development and investment in Prospect Vale, Blackstone Heights and Travellers Rest (‘The Growth Area’) through to 2045 and beyond.

The current Structure Plan, adopted in January 2015, requires revision to maintain its relevance and effectiveness into the future. With the Growth Area expected to grow by over 1,000 people by 2045 — with significant capacity for additional growth to occur in future — this structure plan can help to support future growth that accurately reflects our community’s aspirations, adapt to changes in legislation and the economy, and foster vibrant, healthy and thriving communities.

Structure plans play a vital role in achieving these outcomes by identifying:

  • Preferred zoning
  • Development fronts
  • Land use patterns
  • New public open spaces
  • Movement networks
  • Infrastructure provision
  • Activity centres

This ensures that, as the community grows, its current and future needs are met. While not a statutory document, they help to bridge the gap between State legislation, regional policies, and aspirations of local communities.

The preparation of the Draft Structure Plan follows broad community consultation completed in mid-2024 and targeted consultation in mid-2025. Through this early consultation, we have heard what the community loves about the places they live and work in, what could be improved, and where they want to see their local patches heading over the next twenty years and beyond. The insights gathered during the broad community consultation can be found below.

The Draft Structure Plan sets out a shared vision for the Growth Area and the Westbury Road Activity Centre. It guides the development of public open spaces, roads, and pathways, and outlines preferred growth scenarios for five major development fronts. The plan aims to deliver a diverse range of housing types and strengthen community, retail, commercial, and industrial activity in suitable locations. These locations include: 

  • Westbury Road Activity Centre
  • Westbury Road Residential Corridor
  • Pitcher Parade Corridor
  • Blackstone Hills
  • Bass Highway Corridor
