MEDIA STATEMENT

FOR IMMEDIATE RELEASE

A quick overview of the decisions made at Council’s February meeting held yesterday:

Development Services

  1. The Mayor will write to the Minister for Planning regarding a proposed planning scheme amendment for the Strathroy land (574 Meander Valley Road, Prospect) proposal. The Strathroy land is a key element of the Greater Launceston Plan and a key part of the plan to transform the centre of Launceston.

Governance

  1. Cr Tanya King put forward a Notice of Motion to rescind the decision of Minute Number 441/2015 from November 2015, ‘to move the March 2016 Council meeting to Prospect Vale at a time of 6.00pm’. The notice of motion was supported and the March 2016 Council meeting will be held at the Council Chambers, Westbury, at 1.30pm.
  2. Council reviewed Policy No. 29 – ‘Leave of Absence from Meetings’ and based on the recommendation will discontinue to follow the policy as it is adequately covered in existing legislation.
  3. Seven Community Grant applications for the period October - December 2015 were approved by Council, totalling $12,420. Five Individual Sponsorships approved by the General Manager were noted. (Refer Table 1 & 2)

Economic Development & Sustainability

  1. Council considered the recommendation to replace the ‘Be Bowled Over signage on the Bass Highway at Westbury with an information and temporary events design. The motion was moved but there was no seconder, so the motion lapsed.
  2. Council endorsed the amendments to the Draft Natural Resource Management Committee Charter August 2015.
  3. Council approved Cr Andrew Connor’s Notice of Motion to publicly release the cost estimate provided to Council by NBN Co regarding Council’s application for an extension of the NBN fibre optic rollout to Westbury and Hadspen and to request reimbursement of the application fee.
  4. Council approved Cr Tanya King’s Notice of Motion to write to Minister Rockliff, the Shadow Minister and all State parliamentarians advising that:
    1. Council supports primary schools operating in local communities, and the provision of school transport for students within those communities; and
    2. Endorses the view of TASSO (Tasmanian Association of State School Organisation Inc), which states “In supporting free transport to students attending their nearest or designated government school, we are implying that we do NOT support free transport to out of area schools.  Anyone wishing to make the choice to send their child out of area is free to do so, but the additional cost of the related transport should not be shared by those not making that choice.”

Corporate Services

  1. Council reviewed Policy No. 71 –‘ Investment of Surplus Council Funds’ and adopted the amended policy.

Infrastructure Services

  1. Council adopted the Waste Management Strategy 2016-2020.
  2. Council adopted the revised Policies No. 13 – ‘Subdivision Servicing’ and No. 78 – ‘New and Gifted assets’.

Meander School Expression of Interest Process

The following Expressions of Interest be presented to the Meander Community at a future Public Meeting:

  1. Council Officers take advice from Meander residents on the preferred day and time that the Public Meeting will be conducted
  2. Council officers gain approval from the project proponents for the Expressions of Interest to be made publicly available
  3. A representative for each of the projects is given 15 minutes to make a presentation to the Public Meeting and that 10 minutes be allocated for questions to be answered
  4. Council will consider the views expressed at the Public Meeting when making a decision on the future use of the former school site
