Planning Scheme Review

MEANDER VALLEY DRAFT INTERIM PLANNING SCHEME

In June 2011, Council publicly exhibited  a Draft Interim Planning Scheme and commenced a four week informal public consultation process. In response to this process Council received a number of submissions from the public and in October 2011 endorsed an updated draft Interim Planning Scheme incorporating  a number changes  as a result of the community feedback.

Since then, the Tasmanian Planning Commission (TPC) has conducted an informal review of the Regional Common Provisions contained within the draft Interim Planning Scheme and highlighted a number of issues for further consideration by the Northern Tasmanian Regional Planning Project. Accordingly, planning officers from the eight northern region Councils considered the advice of the TPC and have made a number of changes to the Regional Common Provisions. The changes being typically to do with the operation of the provisions, as opposed to significant policy shifts.

To ensure Meander Valley's draft Planning Scheme is consistent with the regional common provisions, a Special Meeting of Council was subsequently held on February 28 2012, where Council effectively incorporated the latest regional changes into its draft Interim Planning Scheme. In late March Council submitted the updated draft to the TPC for informal assessment. At the conclusion of the informal assessment process, Council will make final changes to the Draft and the Minister will then declare the draft as an operational Interim Planning Scheme which will replace the existing Meander Valley Planning Scheme. It is anticipated that this will occur by June 2012.

On the declaration by the Minister, Council is then required by law to formally exhibit the declared interim planning scheme for a period of up to two months, during which time the public can make formal submission to Council. Council will then formally consider the submissions and then recommend to the TPC any further changes it considers necessary to the Scheme. Community members will also have the opportunity to appear before public hearings conducted by the TPC to consider the formal public submissions submitted to Council. At the conclusion of this process, the TPC will then make a determination on any required changes and the Interim Planning Scheme will be replaced by the Planning Scheme.

COUNCIL RESPONSE TABLE - SUBMISSIONS TO THE DRAFT MEANDER VALLEY PLANNING SCHEME 2011 

Earlier this year Council informally advertised the Draft Meander Valley Planning Scheme for a period of 4 weeks and conducted three public information evenings on the Draft Meander Valley Planning Scheme 2011 at Deloraine, Westbury and Prospect Vale. These sessions gave the public the opportunity to talk to Council's Town Planners regarding the content of Draft Meander Valley Planning Scheme 2011. The informal advertising period also invited the community to lodge submissions in relation to the Draft Scheme. Council has considered the submissions which were received in the Council Response Table - Submissions to the Draft Meander Valley Planning Scheme 2011 below. This table was adopted at a Meeting of Council on the 11th October 2011.
